What a rare and beautiful item. It has been estimated to be from the 1880-1900 ERA. I do not know that for positive, but the writing on the front of this item does show a lot of age. Actually the writ

 

This a small, 9" by 4" scale for either photographic or apothecary use, not sure. Please look carefully at all photos as they are the best description. There is wear commensurate with age of the piece
